This bidding project is the Kandym Group Fields and Booster Compressor Station in Uzbekistan, is located in the Republic of Uzbekistan, Bukhara Region, Karakul District. The bidder is China National Construction Engineering Corporation. This project has met the bidding conditions, and now an invitation to bid is organized, inviting your company to participate in the equipment supply tender for this project.
1. 项目概况与招标范围 Project Overview and Scope of the Tender
1.1 项目概况 Project Overview
工作范围：分七个工作段，共有53座单井站、4个丛井站、1个增压站及相关管线、阀站、电力供应（变电站及输电线路）、工艺控制、信息与安全工程、道路等配套设施的建设.
Scope of work: divided into seven work segments, including 53 single well stations, 4 cluster well stations, 1 booster station, and related pipelines, valve stations, power supply (substations and transmission lines), process control, information and safety engineering, roads, and other supporting facilities construction.
项目工期：分为3个阶段：第一阶段565天；第二阶段为695天；第三阶段为971天;
Project duration: divided into 3 phases: the first phase is 565 days; the second phase is 695 days; the third phase is 971 days.
1.2 招标范围：火炬设备采购，包括如下内容：火炬设备供货及相关文件交付，具体详见本招标文件第二卷《技术部分》
Scope of bidding: Flare Package equipment procurement, including the following contents: Supply of Flare Package and delivery of related documnets for details, please refer to Volume II 'Technical Section' of this bidding document.
2. 投标人资格要求 Qualification Requirements for Bidders
2.1 本次招标要求投标人具备制造资质（说明相应设备的生产（制造、经营、安装）许可证，各类许可证的资质等级和有效性要求），近5年乌兹别克斯坦项目业绩（说明海外项目及具体规模、数量等要求），并在人员、设备、资金等方面具有承担本招标项目设备供货的能力。
This tender requires bidders to have the manufacturing qualifications (specifying the production (manufacturing, operation, installation) licenses for the corresponding equipment, the qualification levels of various licenses and validity requirements), Uzbekistan projects in the past five years performance (detailing overseas projects and specific scale, quantity, etc. requirements), and to possess the capability in terms of personnel, equipment, and funds to undertake the equipment supply for this tender project.
2.2 投标人及其技术支持方（如有）（以下简称“投标人”）必须是依法注册的企业法人，具备在其合法的营业范围内履行民事责任能力。
The bidder and its technical support party (if any) (hereinafter referred to as "the bidder") must be legally registered entity with legal personality and have the ability to perform civil liability within its legal business scope.
2.3 法定代表人相同的两个及两个以上企业，母公司、全资子公司及其控股公司或同属一个母公司的两个以上全资子公司及其控股公司(包含代理公司)，都不得在同一货物招标中同时投标。
Two or more enterprises with the same legal representative, including parent companies, wholly-owned subsidiaries, and their holding companies, or two or more wholly-owned subsidiaries and their holding companies that belong to the same parent company (including Agency), are not allowed to bid simultaneously in the same goods tender.
2.4 投标人应该提交证明其有资格参加投标和中标后有能力履行采购合同的资质文件，作为投标文件的一部分。如果投标人是一个联合体，除提交表明联合体主导成员的联合体协议外，联合体的每一个成员都要分别提交各自的资质文件，否则该投标将会被拒绝。
Bidders should submit qualification documents proving their eligibility to participate in the bidding and their capability to perform the procurement contract after winning the bid, as part of the bidding documents. If the bidder is a consortium, in addition to submitting the consortium agreement indicating the leading member of the consortium, each member of the consortium must separately submit their own qualification documents; otherwise, the bid will be rejected.
2.5 如果投标人提供的货物非本企业制造，投标人应得到货物制造商的同意，并提供制造商授权书。
If the goods provided by the bidder are not manufactured by the enterprise, the bidder must obtain the consent of the goods manufacturer and provide the manufacturer's authorization letter.
2.6 投标人必须具有完善的ISO-9000系列质量管理体系和/或职业安全健康管理体系、环境管理体系认证证书。
Bidders must have a complete certification for the ISO-9000 series quality management system and/or occupational health and safety management system, as well as an environmental management system.
2.7 所投标的设备必须满足招标文件第二卷《技术部分》中规定的技术性能和质量的要求，投标人必须提供性能保证值的技术支持资料（包括但不限于国家认可有资质或国际公认机构出具的标的物的型式试验报告和/或鉴定报告和/或性能验收试验报告及其证书等有关鉴定材料）。
The equipment being bid must meet the technical performance and quality requirements specified in Volume II "Technical Section" of the bidding documents. The bidder must provide technical support materials for the performance guarantee values (including but not limited to type test reports and/or certification reports and/or performance acceptance test reports and their certificates issued by nationally recognized qualified or internationally recognized institutions regarding the items in question).
2.8 投标人所投报的设备主机或关键部分不得分包、转让。投标人的所有分包商需经招标人确认并且必须是制造企业（标准件或低价的小部件除外），投标人的分包商应具有完善的质量管理体系及相关的认证证书。
The equipment mainframe or key components bid by the bidder must not be subcontracted or transferred. All subcontractors of the bidder must be confirmed by the tenderer and must be manufacturing enterprises (except for standard parts or low-priced small components). The bidder's subcontractors should have a complete quality management system and relevant certification.
2.9 投标人必须具有良好的银行资信和商业信誉，没有处于被责令停业或财产被接管、冻结，破产状态。
Bidders must have good banking credit and commercial reputation, and must not be under orders to suspend business operations, have their property taken over or frozen, or be in a state of bankruptcy.
2.10 投标人及其分包商在近5年内必须不曾在任何合同中有违约行为，亦不曾有因投标人或其分包商的原因而被终止合同的行为。投标人和/或技术支持方没有相关国家政府部门所界定的腐败或欺诈行为。
Bidders and their subcontractors must not have had any breaches of contract in the past five years, nor have had any contracts terminated due to the actions of the bidder or their subcontractors. Bidders and/or technical support parties must not have any acts of corruption or fraud as defined by relevant national government departments.
2.11 招标人有权在综合考量法律变更、制裁等情形后，提出废标。
The bidder has the right to propose the cancellation of the bid after comprehensively considering legal changes, sanctions, and other circumstances.
3. 招标文件的获取 Acquisition of bidding documents
3.1 招标文件会以电子邮件的形式发送至投标人的指定联系邮箱。
The bidding documents will be sent to the bidder's designated contact email in the form of an email.
4. 投标文件的递交 Submission of bidding documents
4.1 投标文件递交的截止时间（投标截止时间，下同）为2026年3月26日14时00分（北京时间），发送到指定邮箱，即 qilili@camce.com.cn，抄送 xushiyong@camce.com.cn 。
The deadline for submitting the bid documents (hereinafter referred to as the bidding deadline) is 14：00 March 26, 2026(Beijing time) and must be sent to the designated email address, qilili@camce.com.cn, with a copy to xushiyong@camce.com.cn.
4.2 逾期送达的或者未送达指定地点的投标文件，招标人不予受理。
Bids that are delivered late or not delivered to the designated location will not be accepted by the bidding party.
5. 确认 Acknowledgement
你单位收到本邀请书后，请于北京时间2026年3月11日17时00分前以签字盖章的电子扫描文件邮件确认是否参加投标（确认函格式详见第三章投标格式）。在本邀请书规定的时间内未表示是否参加投标或明确表示不参加投标的，不得再参加投标。
After receiving this Invitation Letter, your company is expected to acknowledge whether to participate in the bidding by e-mail with signature and seal before 17:00 March 11, 2026 Beijing time (see Chapter III Bidding Forms-Bidding Acknowledgement Letter). Those who do not indicate whether they will participate in the bidding within the time limit specified in this invitation or clearly indicate that they will not participate in the bidding shall not participate in the bidding again.
